Opinions of the Central Committee of the Communist Party of China and the State Council on Developing New Quality Productivity

Developing new quality productive forces is an inherent requirement and important focus for promoting high-quality development. To accelerate the development of new quality productive forces, the following opinions are proposed.

1、 Overall requirements

  Innovate institutional mechanisms and talent work mechanisms, accelerate the formation of production relations that are more compatible with new quality productivity, create a good development ecology conducive to the deep integration of scientific and technological innovation and industrial innovation, and better support high-quality development.

2、 Vigorously promote technological innovation

（1） Strengthen original and disruptive technological innovation. Adhere to the forefront of world technology, the main battlefield of the economy, major national needs, and people's health, and focus on organizing major scientific and technological projects with strategic, iconic, and leading products. Adhere to both goal orientation and free exploration, solve weak problems in technical and engineering sciences through organized basic research and applied basic research, and support the development and innovation of free exploration based basic research. Coordinate the construction of science and technology innovation platform bases, systematically layout and construct major scientific and technological infrastructure, strengthen openness and sharing, and avoid duplication and dispersion. Implement breakthrough plans for basic disciplines and interdisciplinary fields. Strengthen original theoretical research and key common technologies, cutting-edge leading technologies, modern engineering technologies, and disruptive technological innovation.

（2） Accelerate breakthroughs in key core technologies. Give full play to the advantages of the new national system, organize and implement high-quality development actions and industrial innovation projects in key areas of the manufacturing industry, strengthen full chain research and development, full factor support, and full ecological construction. Implement the policies for the first set and batch of applications, and promote technological iteration and upgrading.

（3） Coordinate the construction of national strategic scientific and technological forces. Give full play to the role of national laboratories in organizing major national science and technology projects, building major national innovation platforms, and taking the lead in institutional and mechanism reforms. Guided by national strategic needs, optimize the positioning and layout of national scientific research institutions, high-level research universities, and technology leading enterprises. Gradually establish a salary system for higher education institutions and research institutes that stimulates innovation vitality, knowledge value orientation, standardized and effective management, and ensures incentives are taken into account. Simultaneously promote the reform of national research institutions and high-level research universities, and mobilize the enthusiasm of research institutions and personnel. Allow scientific research institutions to implement more flexible management systems. Fully leverage the key role of leading technology enterprises in promoting the deep integration of innovation chain, industry chain, capital chain, and talent chain.

（4） Strengthen the dominant position of enterprises in technological innovation. Strengthen the supply of inclusive incentive policies, establish a reserve system for enterprise research and development, and enhance the leading role of enterprise technology investment. Encourage technology-based small and medium-sized enterprises to increase their R&D investment and increase the proportion of additional deduction for R&D expenses. Upgrade enterprise R&D projects that meet national strategic needs to national projects according to procedures, encourage enterprises to take the lead in national scientific and technological tasks, and support capable private enterprises to take the lead in undertaking major national technological research and development tasks. Establish a mechanism for user assessment and evaluation of results, and strengthen the main position of enterprise achievement transformation. Establish sound institutional arrangements for promoting original innovation in state-owned enterprises. Support the development of specialized, refined, innovative small and medium-sized enterprises.

（5） Accelerate the transformation of technological achievements into real productivity. Make good use of the advantages of a super large market, promote efficient integration of technology and market, and promote the large-scale development of new quality productivity. Implement large-scale application demonstration actions for new technologies, products, and scenarios. Layout construction concept verification and pilot testing platform, increase application scenario construction and openness. Explore the establishment of a comprehensive evaluation mechanism for technology projects, deploy R&D and transformation tasks as a whole during project initiation, assess application performance during acceptance, and solve the problem of the disconnect between technology development and achievement transformation. Guide higher education institutions and research institutes to license scientific and technological achievements to small and medium-sized enterprises for use on a pay as you go basis. Promote large enterprises to open their supply chains to small and medium-sized enterprises, and support them to become an important force in the industrialization of achievements. Using artificial intelligence to lead the paradigm shift in scientific research and help improve research efficiency.

3、 Promote the deep integration of technological innovation and industrial innovation

（6） Transform and enhance traditional industries. Strengthen the foundation of the real economy, consolidate and expand China's manufacturing hard power. Leading the optimization and upgrading of traditional industries with the improvement of national standards, supporting enterprises to transform and enhance traditional industries with digital and green technologies. Organize and implement key industry upgrading actions, consolidate and enhance the position and competitiveness of mining, metallurgy, chemical, light industry, textile, machinery, shipbuilding, construction and other industries in the global industrial division of labor. Carry out industrial foundation reconstruction projects, major technological equipment research and development projects, major technological transformation and upgrading projects in the manufacturing industry, and large-scale equipment renewal projects. Strengthen financial support for technological transformation of manufacturing enterprises, implement tax incentives related to technological transformation investment, promote the digital transformation of the manufacturing industry, and develop intelligent manufacturing, green manufacturing, and service-oriented manufacturing. Enhance the basic ability of quality technology and strengthen brand building. Deepen the implementation of a new round of actions to increase grain production capacity by billions of catties, revitalize the seed industry, promote smart agriculture, develop high-quality agricultural machinery and equipment, modernize facility agriculture, and build conditions for agricultural technology innovation, and develop new forms of agricultural factories. Implement the service industry capacity expansion and quality improvement action, promote the professionalization and high-end value chain extension of productive service industry in different fields, and promote the high-quality, diversified, and convenient development of life service industry.

（7） Cultivate and strengthen emerging industries. Focus on building emerging pillar industries. Accelerate the development of strategic emerging industries such as new generation information technology, new energy, new materials, intelligent connected new energy vehicles, robots, biomedicine, high-end equipment, aerospace, etc., and build strategic emerging industry clusters with unique characteristics and complementary advantages according to local conditions, promoting resource aggregation, subject concentration, achievement integration, and division of labor cooperation. Deepen professional division of labor within industries and products, promote cross industry and cross regional integration, and avoid "internal competition". Establish a cross regional industrial cooperation mechanism with the industrial chain as the leading factor and enterprises as the main body, supporting the development of emerging industries in the eastern region to drive the development of the central, western, and northeastern regions according to local conditions. Promote the healthy and orderly development of low altitude economy and commercial aerospace while ensuring safety.

（8） Forward looking layout of future industries. Explore diverse technological routes, typical application scenarios, feasible business models, and market regulatory rules, promote the development of future industries such as quantum technology, biomanufacturing, hydrogen and fusion energy, brain computer interfaces, embodied intelligence, and sixth generation mobile communication, and accelerate the formation of a relatively complete industrial ecosystem. Establish a mechanism for future industrial investment growth and risk sharing, fully utilize existing fiscal policies to support future industrial development, and guide social capital to continue increasing investment.

（9） Promote the deep integration of the real economy and the digital economy. Establish a sound system for identifying data property rights, market transactions, rights distribution, and interest protection, implement pilot demonstration projects related to data elements, and fully unleash the potential of data elements. Optimize the layout, construction and operation of national data infrastructure, deepen the digital transformation action of manufacturing industry, implement projects such as "East Data West Computing", intelligent manufacturing, industrial Internet innovation and development, and build a national integrated computing network and a national blockchain network. Improve the policy system for promoting digital industrialization and industrial digitization, and build a digital industry cluster with international competitiveness.

（10） Fully implement the 'Artificial Intelligence+' initiative. Promote the transformation of traditional industries by artificial intelligence, accelerate the application of new generation intelligent terminal scenarios such as intelligent connected new energy vehicles, artificial intelligence smartphones and computers, and humanoid robots. Accelerate innovation in artificial intelligence and other digital technologies, break through basic theories and core technologies, and strengthen efficient supply of computing power, algorithms, data, and other resources. Tailoring measures to local conditions and implementing differentiated policies, we will lay out national pilot bases and high-value application scenarios for the artificial intelligence industry, and vigorously promote the application of artificial intelligence in various industries. Build a technology monitoring, risk warning, and emergency response system to ensure the safety, reliability, and controllability of artificial intelligence.

4、 Focus on promoting innovation in development mode

（11） Build a green, low-carbon, and circular development economic system. Strengthen the green manufacturing industry, develop the green service industry, and strengthen the green energy industry. Adhere to the combination of source reduction, process control, and efficient governance at the end, coordinate the promotion of green transformation in key industries, accelerate green technology innovation, and promote the application of advanced green technologies. Establish a sound incentive mechanism for green consumption, strengthen the construction of green product certification and labeling system, enhance the level of green consumption, and use green consumption to drive the supply of green products. Build a batch of zero carbon factories and parks. Improve the overall resource management and comprehensive conservation system, and establish a sound waste recycling system.

（12） Optimize the green development policy toolbox. Implement fiscal, financial, investment, pricing, technology, and environmental policies to promote green and low-carbon development. Establish a sound mechanism for realizing the value of ecological products, fully implement the dual control system of total carbon emissions and intensity, improve the carbon emission statistical accounting system, standard measurement system, product carbon labeling and certification system, and product carbon footprint management system. Improve the carbon pricing mechanism with the national carbon market as the main body, expand the coverage of the national carbon emission trading market, optimize the allocation of carbon emission quotas, accelerate the construction of the voluntary greenhouse gas emission reduction trading market, and improve the national unified green certificate market. Promote financial institutions to provide diversified green financial products. Optimize government green procurement policies and improve green tax systems. Implement an agricultural subsidy system guided by green ecology.

（13） Actively promote the energy revolution. Focusing on the goal of peaking carbon emissions and achieving carbon neutrality, we will develop advanced nuclear fission energy in an orderly manner, build a high proportion of renewable energy power systems, improve policies and measures for the consumption and regulation of new energy, organize demonstration and promotion of major application scenarios, accelerate the process of green energy consumption for production and daily life in the whole society, promote energy consumption, supply, technology, and institutional revolution, and strengthen international cooperation in all aspects.

5、 Solidly promote institutional and mechanism innovation

（14） Focus on closely integrating technology and economy to deepen reform. Deploy scientific and technological tasks as needed in major national engineering projects, establish a demand-oriented topic selection system, a management system with consistent responsibilities and rights, and an application-oriented evaluation system. Deepen the reform of empowering job-related scientific and technological achievements and separately managing assets. Allow eligible state-owned enterprises to carry out various forms of incentives. Build an open, shared, and secure national integrated data market, establish a sound and efficient technology market for transformation, and promote the efficient aggregation and smooth flow of various advanced and high-quality production factors.

（15） Improve the market supervision system. Improve the market access system, strengthen anti-monopoly and anti unfair competition measures. Strengthen governance in fields such as artificial intelligence and biology. Strengthen cross departmental joint supervision, innovate supervision methods, reduce on-site supervision frequency, explore the "data decision-making and data management" supervision mode, and enhance the intelligence level of cross departmental comprehensive supervision. Establish an efficient comprehensive management system for intellectual property rights and improve the punitive damages system. Study tax systems that are compatible with the new business model.

（16） Increase the supply of financial innovation products. Encourage and regulate the development of angel investment, venture capital, and private equity investment, better leverage the guiding and driving role of government investment funds, improve support policies for long-term capital investment in early, small, long-term, and hard technology, and strengthen patient capital. Encourage banks to develop loan products that are in line with the characteristics of new quality productivity. Enrich the product system of technology innovation bonds, support high-quality technology-based enterprises to go public for financing, optimize the systems of mergers and acquisitions, equity incentives, etc. for technology-based enterprises. Develop insurance products that cover the entire chain of technological innovation, and explore businesses such as technology leasing.

（17） Deploy advanced production factors globally. Expand high-level opening-up to the outside world and explore and make good use of the global market. Encourage pilot free trade zones to combine their location characteristics, resource endowments, and industrial advantages to gather advanced production factors from both domestic and foreign sources. Give play to various multilateral and bilateral cooperation mechanisms, promote the joint construction of science and technology parks, the "the Belt and Road" joint laboratory, the international advanced technology application promotion center and other platforms, and actively build a global innovation cooperation network. Lead the implementation and actively participate in international scientific programs and engineering projects. Encourage foreign venture capital institutions, international standard organizations, and others to develop in China. Establish an efficient, convenient, and secure mechanism for cross-border data flow.

6、 Deepen the innovation of talent work mechanism

（18） We urgently need talents to cultivate new quality productive forces for development. Coordinate and promote the integrated reform of the education technology talent system and mechanism. Promote the improvement and expansion of higher education, develop new research-oriented universities, and optimize the adjustment mechanism of discipline and major settings in higher education institutions according to the trends of industry and technology development. Promote the high-quality development of modern vocational education and comprehensively advance the integrated training mode of engineering and technical talents. Persist in cultivating talents through practice. Encourage enterprises and higher education institutions to jointly customize talent cultivation, and support national craftsmen and high skilled talents to concurrently serve as internship and training teachers in vocational schools. Fully leverage the important role of popularizing science and technology in improving the quality of workers.

（19） Establish sound policies for talent utilization and mobility. Implement tax preferential policies, improve the lifelong vocational skills training system, implement the manufacturing talent support plan and the professional and technical talent knowledge update project, and support employers in cultivating talents. Accelerate the moderate decoupling of assessment and evaluation incentives for scientific researchers from incentives for submitting projects, publishing papers, and awarding awards, and prevent simply setting salaries, titles, and benefits based on talent 'hats'. Accelerate the elimination of various hidden barriers and open up channels for talent exchange among universities, research institutes, and enterprises. Establish a sound vocational skill level system for "New Level 8 Workers" and facilitate the upward development of industrial workers.

7、 Strengthen organizational implementation

Under the centralized and unified leadership of the Central Committee of the Communist Party of China, all regions and relevant departments should strengthen the idea of a unified plan for the whole country, adhere to local conditions, strengthen classified guidance and coordinated planning in key areas, and optimize the layout of major productive forces. Adhere to the principle of "first establish, then break" and "seek progress while maintaining stability". We should not deviate from reality, seek perfection from the big, engage in foam, and there should be no hollowing out or faulting of industries. We should not blindly seek new things and ignore one thing and lose another. Leaders and cadres at all levels should establish and practice a correct view of political achievements, explore development paths in combination with reality, strictly prohibit the illegal abuse of policies under the guise of developing new quality productive forces, and hold accountable those who cause significant losses by rushing forward and blindly investing. Strengthen departmental coordination and cooperation to form a working force. The Central Financial Office and the National Development and Reform Commission should coordinate and carry out theoretical research, strategic planning, cross regional and cross departmental coordination, tracking, monitoring, and evaluation. Timely summarize experience and practices, strengthen publicity and promotion, and create a good atmosphere. Promptly report major issues to the Party Central Committee and the State Council in accordance with procedures.
