Recently, Shenzhen TV's Shenzhen News aired a feature report highlighting the city's benchmark achievements in high-quality IP development. As a national benchmark city for IP innovation, Shenzhen leads the country in a number of core indicators. According to the data, the city has ranked No. 1 nationwide in patent grants for eight consecutive years and in PCT international patent applications for 22 consecutive years. The number of high-value invention patents per 10,000 population has reached 119.70 — 7.48 times the national average. In the first half of 2026, Shenzhen recorded 107,500 new domestic patent grants and 9,234 international patent applications. These abundant high-value patent outcomes are continuously empowering the development of Shenzhen's "20+8" industrial clusters.

Speaking on the core reasons behind Shenzhen's leadership in IP, Zhang Quanwen said in the interview: "Enterprises are the principal drivers of Shenzhen's innovation and IP efforts. The strong push from the government and a well-established IP protection system have laid a solid foundation for industrial innovation. Shenzhen's long-standing No. 1 ranking in PCT patent applications stems primarily from local enterprises' strong emphasis on IP and their proactive global vision of expanding overseas — which has significantly enhanced the international influence of Shenzhen's sci-tech industry."

Shenzhen is now pressing ahead with its strategy of building a strong IP city, with a focus on key industrial chains such as new energy, robotics and the low-altitude economy, deepening efforts to strengthen and enhance these chains through IP, and promoting the industrialization of core patented technologies.
