The overall strategy for intellectual property work in 2025 is to adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Communist Party of China and the 2nd and 3rd Plenary Sessions of the 20th Central Committee, deeply implement the important instructions of General Secretary Xi Jinping and the decisions and deployments of the Party Central Committee and the State Council, follow the requirements of the Central Economic Work Conference, adhere to the general tone of seeking progress while maintaining stability, deeply promote the reform of the intellectual property field, complete the goals and tasks of the 14th Five Year Plan with high quality, plan the development of the 15th Five Year Plan with high standards, strive to build a world-class intellectual property governance system, institutional rules, cultural environment, and talent team, and make greater efforts to promote the high-quality creation, high-efficiency application, high standard protection, high-quality services, and high-level international cooperation of intellectual property, better support and guarantee high-level innovation and High quality development, Effectively serve Chinese path to modernization.


(1) Efforts will be made to ensure the implementation of major central decisions and deployments.

One is to uphold and strengthen the Party's comprehensive leadership over the intellectual property industry.   Seriously implement the deployment of the Third Plenary Session of the 20th Central Committee of the Communist Party of China, accelerate the establishment of an efficient comprehensive management system for intellectual property rights. Solidly carry out central inspection and rectification, and effectively solve deep-seated contradictions and problems in the field of intellectual property. The second is to complete the 14th Five Year Plan with high quality. We will continue to focus on the implementation of the Outline for Building a Strong Intellectual Property Country and the 14th Five Year Plan, give full play to the role of inter ministerial joint meetings, issue annual promotion plans, summarize and evaluate the 14th Five Year Plan, and ensure the high-quality completion of the first phase goals of the Outline for Building a Strong Intellectual Property Country and various tasks of the 14th Five Year Plan. We should take "one province, one policy" as the starting point, deepen the construction of a strong province in intellectual property rights, increase guidance and support for intellectual property work in the northeast and western regions, and promote coordinated development of regional intellectual property rights. The third is to plan the development of the "15th Five Year Plan" with high standards. On the premise of adhering to the "One Blueprint to the End" of the Outline for Building a Strong Intellectual Property Country, we must conscientiously prepare the "15th Five Year Plan" for intellectual property, study and propose strategic goals, ideas, tasks, and measures for the development of the industry during the "15th Five Year Plan" period, and lay a solid foundation for achieving a good start to the "15th Five Year Plan". Each region should implement the outline and plan according to local conditions, and prepare the "15th Five Year Plan" for local intellectual property rights.


(2) Efforts will be made to improve the legal protection of intellectual property rights.

One is to focus on legislative amendments in key areas. Accelerate the revision of the Trademark Law and the Regulations on the Protection of Integrated Circuit Layout Designs, conduct in-depth research on specialized legislation for geographical indications, and hold commemorative activities for the 40th anniversary of the implementation of the Patent Law. Secondly, actively improve departmental regulations. Carry out regular revisions to the "Guidelines for Patent Examination", improve the application of the principle of good faith, and establish standards for patent examination in new fields and formats. The third is to accelerate the construction of data intellectual property protection rules. Promote the construction of a national data intellectual property registration platform, issue relevant policy documents, further promote data development, openness, and circulation, and assist in the digital transformation and upgrading of industries. Each region should actively promote comprehensive legislation on intellectual property rights based on its own reality, vigorously carry out publicity on intellectual property law, and create a good legal environment.


(3) We will focus on strengthening the high-quality creation of intellectual property rights.

One is to vigorously improve the quality of patent applications. Promote the improvement of a quality oriented indicator system and evaluation system, establish a patent application pre evaluation system with industrialization prospect analysis as the core, and improve the quality of patent applications from the source. Improve the intellectual property support system for key core technology research and development, and promote the independent and controllable development of key core technologies. The second is to continuously improve the quality and efficiency of the review. Strictly review in accordance with the law and strictly control the authorization checkpoint. Optimize resource allocation to meet the review needs of key areas. Steadily promote the application of multimodal large model technology in review work and enhance the intelligence level of review work. Deepen the reform of the trademark review and approval mechanism, improve the quality assurance system, and launch a new generation of trademark review system.


(4) Efforts will be made to promote the efficient use of intellectual property rights.

One is to deepen the implementation of the special action for patent conversion and application. Continue to activate the stock, optimize the increment, summarize experience and practices, and form a long-term mechanism. Deepen the reform of intellectual property rights distribution, promote the establishment of a due diligence exemption mechanism, and reduce the "worries" about the conversion of job-related invention patents. Deeply implement the patent open licensing system, fully leverage the advantages of "one to many" licensing, improve conversion efficiency, and promote more scientific and technological achievements from laboratories to the industrial chain. The second is to promote the coordinated development of industrial intellectual property rights. We will comprehensively promote the construction of key industry intellectual property innovation consortia, key field patent pools, and intellectual property operation centers, formulate and issue guidelines for collaborative work on standard and necessary patent policies, create a model for promoting the growth of small and medium-sized enterprises through patent industrialization, and effectively play the role of intellectual property in strengthening the chain and increasing efficiency. The third is to actively and prudently develop intellectual property finance. Deepen departmental collaboration, explore the construction of comprehensive experimental zones for intellectual property finance ecology in key areas, coordinate the promotion of intellectual property pledge financing, securitization, insurance and other work, and better help small and medium-sized enterprises solve financing difficulties. The fourth is to vigorously implement the trademark brand strategy. Deepen the promotion of the "Thousand Enterprises, Hundred Cities" trademark brand value enhancement action, strengthen the synergy between patent intensive products and trademark brand cultivation, and promote the transformation of Chinese products into Chinese brands. Deepen the use of geographical indications to support the comprehensive revitalization of rural areas and promote the creation of high-quality geographical indication products.


(5) Efforts will be made to strengthen the high standard protection of intellectual property rights.

One is to promote the establishment of an efficient mechanism for the protection of foreign-related intellectual property rights, improve the guidance system for overseas dispute response, establish a new batch of overseas intellectual property dispute response guidance sub centers, study and formulate examination guidelines for the transfer of patent rights in technology exports, and effectively safeguard national security in the field of intellectual property rights. The second is to vigorously implement the construction project of intellectual property protection system. Establish a national intellectual property protection demonstration zone. Develop high-quality policy documents to promote rapid collaborative protection of intellectual property rights, study and issue guidance on strengthening arbitration of intellectual property disputes, formulate guidelines for administrative adjudication and mediation of patent disputes, and develop implementation opinions for the development of technical investigators. The third is to deepen the reform of the geographical indication management system. Organize the implementation of a unified recognition system for geographical indications, strengthen the construction of geographical indication examination capabilities, and promote the coordinated development of specialized protection for geographical indications and trademark protection. Promote the construction of national geographical indication protection demonstration zones with high standards and deeply implement geographical indication protection projects.


(6) Focus on creating high-quality intellectual property services.

One is to actively assist in the construction of a business environment. Introduce the "Opinions on Further Optimizing the Business Environment in the Field of Intellectual Property" and launch a number of targeted reform measures. The second is to continuously improve the public service system for intellectual property rights. We will deepen the implementation of the universal access project for intellectual property public services, solidly promote the pilot construction of standardized intellectual property public services, and comprehensively improve service efficiency. Promote the establishment of an intellectual property public service mechanism that supports key core technology breakthroughs in key areas. Establish and improve the "good and bad evaluation" system for intellectual property government services. Improve the normalized communication mechanism with private and foreign-funded enterprises, and focus on solving the urgent and difficult problems of enterprises. The third is to further strengthen data openness, sharing, and analysis utilization. Develop a guide for the analysis and utilization of intellectual property information. Launch and operate the National Intellectual Property Protection Information Platform, establish a high standard independent and controllable intellectual property database, and explore and promote the construction of a national integrated intellectual property digital public service platform. The fourth is to accelerate the formation of a standard system for intellectual property services. Strengthen the construction of intellectual property service industry clusters, establish a collaborative assistance mechanism for intellectual property service industry, and promote the overall improvement of service level.


(7) Efforts will be made to deepen high-level international cooperation on intellectual property rights.

One is to actively participate in global intellectual property governance. Participate in consultations in various fields under the framework of the World Intellectual Property Organization, and promote the formulation of international rules for intellectual property in new fields and formats. The second is to promote the "the Belt and Road" intellectual property cooperation to go deeper and more practical. We will implement the outcomes of the Third the Belt and Road High level Conference on Intellectual Property, continue to deepen cooperation with countries that have jointly built the "the Belt and Road", and effectively serve the high-quality construction of the "Belt and Road". Organize the 2025 China ASEAN Intellectual Property Directors' Meeting, promote the improvement of the BRICS intellectual property cooperation mechanism, and support the holding of the second China Central Asia Intellectual Property Directors' Meeting. The third is to continuously improve the layout of external cooperation. Organize a series of meetings for the heads of the China US, Europe, Japan, and South Korea bureaus in 2025, jointly hold commemorative activities for the 40th anniversary of cooperation between the two bureaus, and promote the implementation of the second batch of products listed in the China EU Geographical Indications Agreement. Support local governments to carry out high-level international cooperation and exchanges in intellectual property.


(8) We will focus on consolidating the foundation for the development of intellectual property rights.

One is to strengthen the construction of the cadre and talent team. Intensify the training of intellectual property administrative management personnel and build a high-quality and specialized cadre and talent team. Promote the construction of intellectual property professional degrees in universities, do a good job in building joint intellectual property colleges and talent collaborative training innovation bases, and vigorously cultivate international talents such as foreign-related patent lawyers. The second is to increase the promotion of intellectual property culture. Innovatively organize activities such as the National Intellectual Property Promotion Week and World Intellectual Property Day, promote the construction of a strong intellectual property country and the achievements of the 14th Five Year Plan, create a news release hall for the intellectual property system, establish an international dissemination center and integrated media center for intellectual property, and further tell the story of China's intellectual property. Thirdly, we will fully leverage the role of expert advisory committees and strategic implementation research bases, strengthen research on major theoretical and practical issues in the field of intellectual property, and provide strong support for the formulation of the "15th Five Year Plan" for intellectual property.


(9) We will focus on strengthening party building and building a clean and honest government.

One is to strengthen the awareness of political institutions. Persistently using Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to build the soul, resolutely implementing General Secretary Xi Jinping's important instructions and the decisions and deployments of the Party Central Committee, firmly supporting the "two consolidations", and resolutely achieving the "two safeguards".
