Hebei Province promotes the "Artificial Intelligence Plus" action plan
(2025-2027)
To implement the national "AI+" initiative, fully leverage our province's advantages such as leading computing power, solid industrial foundation, rich application scenarios, and vast market potential, and promote the extensive and deep integration of artificial intelligence with various economic and social sectors, we focus on industries, education, science and technology, people's livelihood, governance, and other fields. We aim to comprehensively empower our province's eight key industries, advance research and development, application iteration, and ecosystem cultivation in an integrated manner, create a series of application scenarios, break down barriers between industries and AI integration, deepen the synergy of the AI industry in Beijing-Tianjin-Hebei region, develop new productive forces according to local conditions, and build a strong driving force for high-quality development in our province. Based on the actual situation, we have formulated this action plan.
1. Promote applications in key areas
(1) Artificial Intelligence + Steel. Focusing on key scenarios such as research and development design of high-end steel new materials, experimental verification in key processes, production and manufacturing process control, energy utilization efficiency improvement, intelligent detection of product defects, and quality control, we support enterprises in developing large models for the steel industry, creating high-value scenario innovation application solutions with full-stack autonomy and controllability at the cloud, edge, and terminal levels, realizing the transformation and upgrading of steel enterprises in our province, and leading the intelligent development of the national steel industry.
(II) Artificial Intelligence + Chemical Industry. Targeting innovative application scenarios such as process optimization, production safety management, and environmental monitoring, we support enterprises in developing large models for the chemical industry. We facilitate key technological breakthroughs in chemical data processing, process simulation optimization, chemical mechanism exploration, and intelligent monitoring of industrial parks. By systematically advancing the upgrade of the entire industry chain, we aim to build a world-class chemical industry chain.
(III) Artificial Intelligence + Automobile Manufacturing. Focusing on key innovative application scenarios such as assisted driving, intelligent cockpit, intelligent manufacturing, vehicle-road-cloud coordination, and product lifecycle quality control, we support enterprises in developing large intelligent manufacturing models. We encourage the application of artificial intelligence technology in areas such as assisted driving system research and development and verification, multimodal interaction systems, smart factory upgrades, and digital twin operation and maintenance. This promotes the intelligent, green, and high-end transformation of our province's automobile industry.
(4) Artificial Intelligence + Robotics. Focusing on building a robotics industry driven by deep intelligence and emphasizing practical functions, we support robotics enterprises in collaborating with artificial intelligence enterprises to tackle key technologies related to vertical large models, enhancing robots' abilities in environmental perception, task planning, behavior control, human-robot interaction, and autonomous learning. We also support enterprises and universities in jointly establishing robot training grounds, building large model training databases based on application scenarios, and improving the reliability and intelligence level of robot products.
(5) Artificial Intelligence + Renewable Energy. Focusing on key innovative scenarios such as intelligent monitoring of wind farms, optimization of photovoltaic operation and maintenance, and full-cycle management of energy storage, we support enterprises in tackling technological challenges such as wind speed and direction prediction for wind farms, automatic cleaning of photovoltaic power stations, analysis and life prediction of energy storage equipment, and accelerate the innovative application of intelligent dispatch and energy storage technologies, providing Hebei experience for the low-carbon transformation of the national energy structure.
(VI) Artificial Intelligence + Agriculture. Fully explore innovative application scenarios of artificial intelligence in smart plant protection, smart breeding, quality and disease identification, and encourage and support joint innovation between planting and breeding enterprises, agricultural social service enterprises, artificial intelligence research and development enterprises, and science and technology innovation platforms. Carry out the application and development of artificial intelligence technologies such as farmland adaptive perception, phenotype precise identification, breeding strategy analysis, and agricultural machinery behavior control. Support regions with conditions to build smart farms and ranches, and lay a solid digital foundation for the high-quality development of agriculture in our province.
(VII) Artificial Intelligence + Education. Strengthen the construction of national and provincial AI education bases for primary and secondary schools, encourage regions with suitable conditions to build new learning spaces, innovate teaching and learning support service methods, and enhance students' AI literacy. Provincial key universities should take the lead in promoting the application of large models in educational and teaching scenarios, and explore innovative models of personalized teaching, precise management, and intelligent services.
(VIII) Artificial Intelligence + Pharmaceutical Health. Fully explore innovative application scenarios such as drug research and development, pharmaceutical manufacturing, exploration and inheritance of traditional Chinese medicine, and evaluation of drug properties. Encourage enterprises to tackle key technological challenges such as molecular structure prediction, intelligent formula optimization, and digital analysis of ancient prescriptions, to enhance the innovation capability of our province's pharmaceutical industry. Targeting fields such as medical services, traditional Chinese medicine characteristics, health management, public health services, medical insurance auxiliary audit and quality control, and medical research, support our province's medical resources in tackling key scenarios such as intelligent analysis of medical imaging data, intelligent auxiliary decision-making for clinical special diseases, and intelligent medical record quality control. Promote the innovative application of artificial intelligence in the medical and health field, and reshape the medical and health service model.
(IX) Artificial Intelligence + Commerce and Trade Logistics. Focusing on key innovative application scenarios such as bulk commodity trading, intelligent supply chain, efficient transportation network, and smart warehouse management, we encourage the development of large models in the commerce and trade logistics industry. We advocate for the application and development of AI technologies in optimizing inventory management, transportation route planning, cargo access sequence sorting, and distribution resource allocation, providing the industry with a "new infrastructure" for digital transformation.
(10) Artificial Intelligence + Transportation. Focusing on core innovative application scenarios such as road safety, intelligent traffic management, and autonomous driving, we support enterprises in developing large models in the transportation field. We carry out technological breakthroughs and application demonstrations in areas such as drone traffic law enforcement, high-speed vehicle-road-cloud integration, intelligent road inspection in high-speed road sections, dock yard management, and digital management of ports and waterways, accelerating the construction of a strong transportation province and a strong port-vicinity industry province.
(11) Artificial Intelligence + Social Governance. We should strengthen the application of artificial intelligence in work safety supervision, disaster prevention and mitigation, environmental monitoring and perception, public safety early warning, social security management, and market supervision. Focusing on key business scenarios such as farmland protection, environmental monitoring, mine management, hazardous chemical monitoring, tailings pond supervision, "three products and one specialty" supervision, intellectual property protection, and fair competition review, we should explore the implementation of penetrating supervision and off-site supervision. We should enhance the work level of monitoring and early warning, supervision and law enforcement, command and decision-making, on-site rescue, and social mobilization, and effectively promote the modernization level of the regulatory governance system and social governance capacity.
(XII) Artificial Intelligence + Multi-field Innovative Applications. Explore a scientific research paradigm driven by artificial intelligence and integrating multiple disciplines, support the application of artificial intelligence in the fields of natural sciences, humanities, and social sciences, and promote the "human intelligence + machine intelligence" research and development model in key industries such as biomedicine and new materials. Promote the application of artificial intelligence in commercial scenarios such as wholesale and retail, catering and accommodation, and cultural tourism, and develop scenarios such as marketing idea generation, multi-modal advertising optimization, consumer risk warning, and travel itinerary planning. Strengthen "artificial intelligence + Internet governance", enhance risk prevention capabilities, and create a clear and orderly cyberspace environment. Enrich and deepen innovative application practices in multiple fields such as government affairs, business, finance, law, and international cooperation, and build an innovative ecosystem of native artificial intelligence applications with Hebei characteristics.
II. Strengthen innovative application demonstration
Focusing on the advantageous regions in our province with abundant data resources and a complete industrial system, we aim to build a leading area for the innovative development of artificial intelligence (AI) and accelerate the large-scale implementation of AI. The Xiong'an New Area is accelerating the construction of a public AI research and development platform, the Xiong'an AI Research Institute, a comprehensive AI training base, and an AI industrial park, establishing an open and full-stack industrial ecosystem. Langfang City is expediting the development of nodes in the Beijing-Tianjin-Hebei intelligent computing power corridor, promoting the deep integration of AI technology with modern commerce and logistics, electronic information, health and elderly care, and low-altitude economy. Cities such as Shijiazhuang, Baoding, Tangshan, and Zhangjiakou are leveraging their advantages of rich application scenarios, data annotation bases, and clustering of computing power centers to drive the deep integration of AI with characteristic industries such as mass consumption, smart manufacturing, sports and cultural tourism, and new energy.
III. Strengthen the construction of support capabilities
(1) Consolidate the foundation of computing power supply. Coordinate the planning and layout of computing power infrastructure, focus on promoting the construction of the Zhangjiakou-Langfang computing power supply corridor, and accelerate the creation of an intelligent computing power cluster in the Beijing-Tianjin-Hebei region. Promote the establishment of a public computing power service platform for the Beijing-Tianjin-Hebei region, encourage governments, universities, hospitals, small and micro enterprises, etc. to use intelligent computing power through cloud services, and promote the integration of idle computing power resources through business models such as computing power investment, computing power sharing, and off-peak computing power utilization.
(2) Strengthen the construction of the data system. Encourage enterprises to provide high-quality data products and specialized data services, launch a batch of high-quality datasets and corpora, and promote value collaboration and business cooperation between trusted data space operators and data service providers. Support the establishment of independent data business entities, increase authorized operation of public data, and promote efficient integration and utilization of public data and social data. Accelerate the construction of Baoding National Data Annotation Base.
(III) Build an application empowerment platform. Establish a number of innovative platforms such as provincial engineering research centers, manufacturing innovation centers, and technological innovation centers. Strengthen and make good use of platforms for achievement transformation and industrialization such as the Hebei Provincial Computing Power Industry Technology Research Institute, support the construction of empowerment platforms such as the "Artificial Intelligence +" Industrial Innovation Center, and promote the use of artificial intelligence technology to empower common technology research, scientific equipment development, and the construction of pilot platforms.
(4) Attract and nurture high-quality enterprises in a gradient manner. Attract and nurture a group of innovative enterprises with strong scientific research capabilities, competitiveness, and high brand recognition. Identify a number of high-tech enterprises with strong innovation and achievement transformation capabilities and good growth prospects. Incubate a batch of technology-based SMEs with strong technological attributes and great development potential. Strive to create a number of national-level "little giants" that are specialized, refined, unique, and innovative, accelerating the agglomeration and integrated development of the artificial intelligence industry.
(5) Intensify efforts in talent attraction and cultivation. Strengthen the exchange and introduction of high-end talents in the field of artificial intelligence, improve the research support, career support, and talent evaluation mechanisms for artificial intelligence. Encourage universities to establish interdisciplinary programs, adjust and optimize their subject settings, promote education on artificial intelligence across all educational stages and general education for the whole society, and strengthen the cultivation of high-skilled talents. Build a batch of artificial intelligence industry incubators to accelerate the aggregation of professional talents and teams in the field of artificial intelligence.
IV. Work Requirements
(1) Strengthen organizational coordination. Fully leverage the role of the provincial coordination mechanism for promoting the development of the artificial intelligence industry, coordinate and promote the implementation of the action plan, and organize the construction of innovative application demonstration projects. All industry departments should strengthen systematic thinking, coordinate industry-specific innovative resources, and ensure effective implementation. Promote deeper cooperation among Beijing, Tianjin, and Hebei in large model development, scenario application, computing power supply, dataset construction, and other aspects, forming a pattern of industrial development characterized by complementary strengths and dislocations.
(2) Optimize the industrial ecosystem. Implement provincial science and technology plans to specifically support technological breakthroughs and innovative product development in artificial intelligence (AI) applications. Support the establishment of provincial AI industry venture capital funds. Leverage policies such as ultra-long-term special treasury bonds and new policy-based financial instruments to support the construction of a number of high-quality projects. Encourage the organization of high-level AI exhibitions, competitions, forums, and other activities to build a platform for industrial exchange and cooperation.
(III) Strengthen safety supervision. Respect the development rules of the artificial intelligence industry, safeguard personal privacy and data security, prevent and crack down on illegal activities in accordance with the law, and build a safe and orderly development environment. Strictly implement the graded and classified management and safety evaluation system for generative artificial intelligence services, and support third-party independent institutions to carry out regular evaluation work for large model applications. Optimize and improve the large model filing mechanism, and conduct safety risk assessments before the launch and during the use of large model services.
