The data released at the regular press conference of the National Intellectual Property Administration in November shows that as of now, the 8 expected indicators set out in the "Outline for the Construction of an Intellectual Property Power (2021-2035)" and the "14th Five-Year Plan for National Intellectual Property Protection and Utilization" have been completed ahead of schedule for 6 of them. The implementation results have met expectations. Overall, China's intellectual property cause has achieved remarkable achievements during the "14th Five-Year Plan" period, with the comprehensive strength of intellectual property being comprehensively enhanced, marking a new milestone in the development of intellectual property. 

The Fourth Plenary Session of the 20th Central Committee of the Communist Party of China has designated "adhering to high-quality development" as one of the principles that must be followed in the economic and social development during the "14th Five-Year Plan" period. This is also an important guideline for planning the development of intellectual property in the "14th Five-Year Plan" period. The press conference introduced that the goals, indicators, tasks and measures of the intellectual property "14th Five-Year Plan" will continue to focus on the theme of high-quality development. Through the policy guidance of the plan, it will accelerate the realization of the "two transformations" of intellectual property. 


Over 1.4 million items 
The accelerated accumulation of high-value patents provides strong support for achieving high-level self-reliance and self-strengthening in science and technology.

As of the end of June 2025, the number of high-value invention patents per 10,000 people in China has reached 15.3, exceeding the expected target set by the "14th Five-Year Plan" for intellectual property. Among them, the effective number of invention patents in strategic emerging industries has exceeded 1.4 million, maintaining a rapid growth rate. From the latest national patent awards, a large number of original and leading innovative achievements have emerged in key technology fields such as artificial intelligence, advanced manufacturing, integrated circuits, biomedicine, and new energy. This fully demonstrates that China's reserve of high-value patents in key core technologies is constantly increasing, and it is accelerating the transition from "accumulation of quantity" to "improvement in quality", laying a solid foundation for achieving high-level self-reliance and self-strengthening in science and technology. 

The "15-19" plan for intellectual property rights will focus on two aspects: strengthening the protection and utilization of intellectual property rights. Through strengthening the protection of intellectual property rights, a better environment for innovation and business operations will be created; through enhancing the utilization of intellectual property rights, scientific and technological achievements will be accelerated for transformation and industrialization, thereby better promoting the development of new productive forces.

High-standard Protection of Intellectual Property Rights Facilitates a Favorable Business Environment
Since the "14th Five-Year Plan" period, the judicial protection, administrative protection, collaborative protection, and source protection levels of intellectual property rights in China have continued to improve. The social satisfaction rate for intellectual property protection has steadily increased from 80.05 points in 2020 to 82.36 points in 2024. The first-instance compliance and settlement rate of intellectual property civil cases has remained at a relatively high level of 90%. A total of 129 national-level intellectual property protection centers and rapid protection centers have been established across the country. The average examination period for invention patents has been reduced to 15 months, and the average examination period for trademark registration has remained stable at 4 months, both maintaining the fastest international level under the same examination system. These work achievements have significant motivating effects on business entities to stabilize expectations, strengthen confidence, and enhance vitality, laying a solid foundation for better promoting the construction of high-standard market systems and creating a first-class business environment. 

The "15-19" Plan for Intellectual Property Rights will take into account both domestic and international circumstances, continuously deepen international cooperation and exchanges in intellectual property, convey to the international community the determination of the Chinese government to protect the intellectual property rights of both domestic and foreign-funded enterprises unswervingly and impartially, create a favorable business environment for all types of enterprises, and promote the dual circulation of domestic and international markets. 

16.87 trillion yuan 
The high-efficiency application of intellectual property rights has continuously enhanced its contribution to the economy.
Currently, the added value of China's patent-intensive industries has reached 16.87 trillion yuan, accounting for 13.04% of the GDP. The added value of the copyright industry accounts for nearly 7.5% of the GDP. Among the top 5000 global brands, the brand value of Chinese brands amounts to 1.81 trillion US dollars, ranking second globally. The direct output value of geographical indication products is close to 970 billion yuan. The annual import and export总额 of intellectual property usage fees is close to 400 billion yuan. Since the "14th Five-Year Plan" period， banking financial institutions have cumulatively issued over 650 billion yuan in intellectual property pledge loans. The efficiency of intellectual property transformation and application has significantly improved， effectively supporting the high-quality development of the economy. 

During the "14th-15th Five-Year Plan" period, the intellectual property work will be more actively oriented towards the main battlefield of economic construction. It will better leverage the significant roles of patents in promoting the development of innovative economies, trademarks in facilitating brand economies, copyrights in driving cultural industries, geographical indications in promoting characteristic economies, and data intellectual property in empowering the development of the digital economy. It will comprehensively enhance the ability and level of intellectual property to support economic development. 

The top ten globally 
The achievements in the development of intellectual property rights have received high international recognition.
During the "14th Five-Year Plan" period, China successfully held the commemorative event for the 50th anniversary of cooperation with the World Intellectual Property Organization and the third "Belt and Road" Intellectual Property High-level Conference. This helped the World Intellectual Property Organization successfully conclude two international treaties, and a new pattern of international intellectual property cooperation featuring "four-party linkage and coordinated advancement" was accelerated in formation. 

At present, China has become the first country in the world with more than 5 million domestic valid invention patents. The number of PCT international patent applications has ranked first globally for six consecutive years. In the "2025 Global Innovation Index Report" released by the World Intellectual Property Organization, China's ranking has risen to the 10th place, making it the first to enter the global top ten. The number of global top 100 innovation clusters it possesses has reached 24, ranking first among all countries for three consecutive years. Among them, the "Shenzhen - Hong Kong - Guangzhou" cluster has topped the global list for the first time.
