On July 20th, Premier Li Qiang of the State Council presided over an executive meeting of the State Council, listened to the report on the inspection of the expansion and improvement of the service industry and the planning and construction of the "six networks" such as water networks, new power grids, computing power networks, the next-generation communication networks, urban underground pipelines, and logistics networks, and approved the "15th Five-Year Plan" for the protection and utilization of intellectual property rights. The meeting also studied the optimization of the social security system and listened to the report on the suggestions for rectifying the problems identified in the 2025 annual audit of the implementation of the central budget and other fiscal revenues and expenditures.
The meeting pointed out that promoting the expansion and improvement of the service industry and the planning and construction of the "six networks" are of great significance for stabilizing investment, expanding consumption and benefiting the people. We should fully unleash the development potential of the service industry, improve support policies in a categorized manner, and accelerate the removal of various constraints and obstacles. For the production-oriented service industry, efforts should be made to support scientific and technological innovation and value creation, and further play its role in supporting the real economy. For the service-oriented industry, efforts should be focused on expanding high-quality supply to better meet the diverse and multi-level needs of the people. We should systematically promote the planning and construction of the "six networks", implement them in a timely manner based on local conditions and industries, strengthen the guarantee of funds and other elements, and ensure the successful construction of major infrastructure networks. At the same time, we should balance the relationship between construction and use, and pay more attention to "soft construction" such as management mechanisms, to enhance operational service capabilities.
The meeting pointed out that in recent years, China's intellectual property sector has achieved significant development, providing strong support for stimulating the innovation vitality of the entire society and cultivating new productive forces. We must promptly address the shortcomings in the system, accelerate the formulation, revision, abolition and supplementation of relevant laws and regulations, improve supporting policies and measures, and continuously optimize the intellectual property protection environment that supports comprehensive innovation. We should strengthen high-quality supply of intellectual property rights, deepen the reform of rights distribution, strengthen policy support and market services, and enhance the efficiency of transformation and application. We should establish a full-chain talent training system, accelerate the construction of high-level, multi-disciplinary and applied talent teams, and comprehensively improve the level of intellectual property management services.
The meeting pointed out that it is necessary to enhance the overall and coordinated nature of the social security system, optimize the relevant institutional arrangements, strengthen interconnection and coordination, efficiently allocate various resources, and enhance the sustainable development capacity of the social security system. It is also necessary to deepen policy and mechanism innovation, enrich the multi-level social security system, actively explore new models for social security for flexible workers, optimize housing security measures for migrant workers and other groups, promote the sharing of services such as care for the disabled, and enhance the adaptability of the social security system. It is also necessary to improve the functions of the social security platform, strengthen refined management, and actively apply advanced technologies to improve the convenience of social security processing services.
The meeting pointed out that it is necessary to comprehensively carry out the audit rectification work. We should attach great importance to and treat seriously the issues identified by the audits. We should break down the tasks item by item, tighten and implement responsibilities, and draw lessons from past experiences to ensure the effectiveness of the rectification. We should further strengthen budget management, deepen the reform of the fiscal and taxation system, and effectively utilize the efficiency of fiscal funds. Audit rectification should be used as a powerful tool to improve work. We should promote the implementation of the decisions and policies of the Party Central Committee and the measures more effectively, do a solid job in the remaining work in the second half of the year, and ensure the completion of the annual economic and social development goals.
