Starting from January 1, 2026, submitting a patent requires the identity information of all inventors
Note that according to the latest revision of the Examination Guide, from January 1, 2026, when submitting patents, it is necessary to submit the ID number of all inventors, and request the agency to verify. This revision mainly ensures the authenticity of the submitted inventor information.
The old rule was that only the ID number of the first inventor was required. Therefore, when collecting the information of all inventors later, remember to collect the ID number of all inventors.

7、 Revision of regulations related to preliminary review and transaction handling
(1) Purpose of modification
In order to further protect the innovative achievements of innovation subjects and facilitate applicants, adjustments and improvements have been made to Chapter 1 of Part 1, "Preliminary Examination of Invention Patent Applications", Chapter 1 of Part 3, "Preliminary Examination and Transaction Processing of International Applications Entering the National Phase", and Part 5, "Patent Applications and Transaction Processing" of the Guidelines.

(1) Regarding the filling of inventor information in the request letter and the obligations of the agency
The "Inventor" section 4.1.2 of Chapter One of Part One of the Guidelines specifies the following: firstly, "False inventors shall not be filled in"; Secondly, the examiner generally does not conduct an examination on whether the inventor listed in the request meets the requirements of this regulation, except for cases where there is evidence that the inventor listed in the request does not meet the requirements; The third requirement is that the inventor should be an individual (i.e. a natural person), and the request should fill in all the inventor's identity information and ensure the authenticity of the information.
Section 4.1.6 of Chapter One of Part One of the Guidelines specifies the following: "Patent agencies and patent agents shall verify the applicant's identity information and contact information in the request letter provided by the patent applicant", and "If a patent agency or patent agent applies for a patent or requests the invalidation of a patent right in their own name, they shall handle it in accordance with the Patent Agency Regulations".

The Guidelines add requirements for inventors and the authenticity of their information, as well as the relevant obligations of patent agencies to verify identity information and contact information, and effectively connect with relevant regulations to regulate the professional behavior of patent agencies and patent agents.
Guidelines for Patent Examination (revised according to Office Order No. 84)
Article 14 of the Implementing Regulations of the Patent Law stipulates that an inventor refers to a person who has made creative contributions to the substantive features of an invention or creation. False inventors are not allowed to be filled in. In the examination procedure of the Patent Office, the examiner generally does not examine whether the inventor listed in the request meets the requirements, except for cases where there is evidence that the inventor listed in the request does not meet the requirements.
The inventor should be an individual (i.e. a natural person), and the request form should fill in all the inventor's identity information and ensure the authenticity of the information. The request form shall not include the name of the unit or collective, as well as the name of the artificial intelligence, such as "XX research group" or "AI XX". ……
Part I, Chapter I, 4.1.6 Patent Agency, Patent Agent... The name of the patent agency shall use its full name registered in the China National Intellectual Property Administration, and shall be consistent with the name stamped on the official seal of the patent agency in the application documents. Abbreviations or abbreviations shall not be used. The request shall also fill in the organization code given to the patent agency by the China National Intellectual Property Administration. The patent agency shall verify the applicant's identity information and contact information filled in the request form. If a patent agency or patent agent applies for a patent or requests the invalidation of a patent right in their own name, they shall handle it in accordance with the Patent Agency Regulations.
