First reduction of 300 yuan in 2024! Starting from January 1, 2024, new PCT application international phase fees will be implemented

Recently, the China National Intellectual Property Administration released the RMB standard for PCT application fees for the international phase, which will be implemented from January 1, 2024. It is mentioned that international application documents with no more than 30 pages are priced at 1620 yuan, with an additional fee of 120 yuan per page for those with more than 30 pages. Electronic submission (in PDF format) will result in a reduction of 1600 yuan, while electronic submission (in XML format) will result in a reduction of 2400 yuan. According to previous reports, there has been a certain degree of decline after consecutive increases on January 1, July 1, and November 1, 2023.

The RMB standard for the international phase fees of PCT applications implemented from January 1, 2024

According to the Memorandum of Understanding on Remittance of Patent Cooperation Treaty (PCT) Fees signed between the China National Intellectual Property Administration and the World Intellectual Property Organization, the China National Intellectual Property Administration collects the international phase fees for PCT application on behalf of the International Bureau of the World Intellectual Property Organization according to the RMB standard published by the World Intellectual Property Organization.

1、 The RMB standard to be implemented from January 1, 2024

According to the RMB standard of PCT application fees for the international phase published by the World Intellectual Property Organization and implemented from January 1, 2024, the China National Intellectual Property Administration will charge the fees for PCT application for the international phase according to the following standards.

PCT application international stage fee standard (amount unit: RMB)

(1) International application fees collected on behalf of the International Bureau

1.International application documents shall not exceed 30 pages——10620

2.Additional charges per page for exceeding 30 pages——120

3.Electronic submission of tax reduction (PDF format)——1600

4.Electronic submission of tax reduction (in XML format)——2400


(2) The handling fee charged on behalf of the International Bureau is 1600

If the standards need to be adjusted due to significant exchange rate fluctuations or other reasons, they will be announced separately.

2、 Applicable scope

This standard applies to the international application fees for PCT applications submitted to the China National Intellectual Property Administration and received after January 1, 2024 (inclusive), and the handling fees for PCT international preliminary review requirements received after January 1, 2024 (inclusive).

In addition to the fees charged on behalf of the International Bureau, the retrieval fees and other fees charged by the China National Intellectual Property Administration remain unchanged.
