Data, as a new type of production factor, is a fundamental strategic resource for the country. Establishing a data intellectual property registration system can effectively promote the efficient circulation and use of data elements, safeguard the legitimate rights and interests of data element market participants, help unleash the potential of data elements, and support the high-quality development of the digital economy.


According to the deployment and requirements of the data intellectual property pilot work of the China National Intellectual Property Administration, Guangdong Provincial Market Supervision Administration (Intellectual Property Office) has carried out theoretical research and practical exploration around data intellectual property system construction, registration practice, rights protection, transaction use and other issues. On the basis of in-depth and extensive research and understanding of the key and difficult points of work, the "Guangdong Province Data Intellectual Property Registration Service Guidelines (Provisional)" has been formulated, and the "Guangdong Province Data Intellectual Property Registration Platform" has been launched, providing data processors with timely and efficient data intellectual property registration services.

Guangdong will increase publicity and promotion efforts, encourage enterprises and institutions to register data intellectual property rights, promote the important role of registration certificates in data innovation and development, dissemination and utilization, and value realization, promote the application of registration certificates in administrative law enforcement, judicial trials, and legal supervision, and protect the legitimate rights and interests of data processors
